Project Information
Alaska’s Medicaid Management Information System (MMIS) was established in 1987 to
process and pay Medicaid claims. Since then, the number of Alaskans enrolled in
medical assistance programs has grown to more than 130,000 people. Today, Alaska’s
MMIS pays about $1 billion annually in state and federal money to doctors, hospitals
and others who care for patients covered by Medicaid and Denali Kid Care.
In late 2006 the Department of Health and Social Services (DHSS) issued a Request
for Proposal (RFP) to solicit proposals for Contractor services to replace the current
MMIS. The scope of the project is governed by the requirements detailed in the RFP.
Proposals were submitted through a competitive bidding process. In fall 2007 DHSS
awarded the contract to Affiliated Computer Services Inc. (ACS) to design, develop,
implement and operate a new MMIS.
Today ACS staff work with a designated DHSS team creating the new MMIS, Alaska Medicaid
Health Enterprise. The new system is being built in response to the RFP.
ACS assumed medical assistance operations processed on the current legacy system
on November 01, 2008. The $27 million contract allowed ACS to take over MMIS operations
from First Health Services Corporation. The assumption will streamline transition
to the state's new Medicaid claims processing system, Alaska Medicaid Health Enterprise.
The MMIS replacement project will touch many stakeholders that routinely work with
Medicaid, Denali KidCare and the Chronic and Acute Medical Assistance programs.
With the help of the DHSS Subject Matter Experts (SME’s), the project team and ACS
will ensure that the new system and support services will offer the department and
other stakeholders more efficient and flexible technology.
